POLICE DEPARTMENT POLICIES and PROCEDURES :
-----------------------------------------
The following Policies and Procedures are in effect at this time. All police
officers are expected to read and comply with these policies and procedures
while patrolling the streets of the city.
ATTENDANCE :
------------
All officers are expected to report to work for their shift on time. Prior to
street duty *ALL* officers of every rank will be expected to attend briefing.
It is required that all personnel check their mail box for important notices,
memos, letters from the State Attorney's office, subpoenas or other important
notices from other department members.
ARMORY :
--------
It is required that all police personnel purchase their own firearm, impact
weapon, chemical weapon and protection for working street duty. Failure to
have the necessary equipment when needed can result in injuries to yourself
or other department members in cases of dangerous suspects. Further, failure
to have the necessary equipment can result in disciplinary actions including
verbal and written counselling, suspension days, Internal Affairs complaints
and investigations or termination.
1. Ammunition : It is required that all police personnel purchase the required
ammunition before working on street duty. The ammunition to be
used must conform with the caliber of your weapon and be
approved by the departmental weapons supervisor. No other type
of ammunition can be used.
2. Firearms : The following firearms are approved for street duty by members
of this department.
a.) .38 caliber revolver
b.) .357 caliber revolver
c.) .380 caliber semi-automatic handgun
d.) 9mm caliber semi-automatic handgun
e.) .45 caliber semi-automatic handgun
f.) MP-5 fully automatic machine pistol
3. Impact : The following impact weapons are approved for street duty by
members of this department.
a.) Straight baton
b.) PR-24 side-handled baton
c.) Nunchukas
d.) A.S.P baton
e.) Riot baton
4. Chemical : The following chemical weapons are approved for street duty by
members of this department.
a.) Mace
b.) Tear Gas
c.) Pepper Spray
The following procedures will be followed when using a FIREARM type weapon.
1. You will only fire your weapon as a last resort.
2. You will fire as many times as necessary to stop the suspect's overt actions
3. You will not fire your weapon against a knife-wielding suspect UNLESS the
suspect is 10 feet or less from you. It is recognized that a suspect within
this 10 foot range can be deadly.
4. You will only fire 3 round bursts if you are utilizing an MP-5 machine
pistol as your weapon.
5. You will keep track of how many rounds of ammunition you have expended and
will reload as needed.
The following procedures will be followed when using an IMPACT weapon of any
type or design.
1. You will not strike a suspect on the head, groin or other potentially lethal
area of the body. The purpose is ONLY to incapacitate the suspect.
2. You will not use your impact weapon for intimidation purposes, other than
when arresting a suspect and then only to advise him/her that you will use
your impact weapon if they do not cooperate.
The following procedures will be followed when using a CHEMICAL weapon of any
type or design.
1. You will aim directly for the face area for best results in incapacitating
the individual.
2. Immediately after the suspect is subdued you WILL care for his comfort by
cleansing the affected area with cool water.
3. You will continually watch your suspect for signs of respiratory distress
and paramedics will be called whenever the suspect exhibits any signs of
distress or other complications from use of the chemical weapon.
In cases where ANY weapon of ANY type is used, a full report will be done on
the appropriate "Use of Force" report form before the end of the officer's
shift.
PAYDAY :
--------
All department personnel will be paid on Fridays of every week. Salaries are
as follows:
Rookie - $1000
Officer - $2000
Sr. Officer - $3000
Corporal - $4000
Detective - $5000
Sergeant - $6000
Det. Sgt. - $7000
Lieutenant - $8000
Captain - $9000
Major - $10000
Commander - $11000
Asst. Chief - $12000
Police Chief - $13000
PROMOTIONS :
------------
The Chief of Police will notify department members by memo when they are
eligible for promotion. Please follow instructions in the memo for the
appropriate actions prior to taking your exams(s).
INTERNAL AFFAIRS :
------------------
Every complaint, policy and procedure violation or illegal act generated by a
departmental employee will be referred to the Internal Affairs Division.
If a department member acquires too many Internal Affairs complaints it may
be grounds for suspension, demotion, or termination from the force.
It should be remembered that all Rookie officers are on probabtion until they
are promoted to the rank of Officer. Too many Internal Affairs complaints will
result in the Rookie being terminated for not completing probation.
CREDIT UNION :
--------------
The police credit union is open and available for all departmental employees.
The following are the Credit Union hours:
Monday - Friday : 24 hours
Saturday : CLOSED
Sunday : CLOSED
INFORMANTS :
------------
It is encouraged that all officers develop "CI's" (Confidential Informants) at
any location they deem fit. Be careful however since CI's, due to their
criminal nature and background, may try to take control of your investigation.
DO NOT allow this to happen.
HOSPITAL :
----------
If an officer is injured during street duty, his supervisor will contact the
Chief of Police immediately. The employee may elect to use Workman's Compensa-
tion to handle the bill -or- the employee may pay the bill themselves. There
may be many reasons why an employee might pay their own hospital bill and this
practice is not discouraged.
CONCLUSION :
------------
These Policies and Procedures are by no means the totality of all laws and
possibilities of actions which can be taken by departmental employees.
Common sense, as always, should prevail in an officer's decision when taking
any type of police action.
